At the moment they are proposing a manned servicing mission. The Dragon capsule doesn't have a robotic arm, and its unlikely they can develop and test one fast enough for NASA to approve it on Hubble. I would say an unmanned capsule makes more sense, but at the moment the funding will come from the tourists onboard the capsule.
