As far as I know the answer is no. None of the other planets could provide an atmosphere similar to Earth at any altitude. However, some of the moons around Jupiter and Saturn do have thick atmospheres and conceivably we might find some Earthlike areas. The main issue that far out is the cold temperatures and lack of solar energy, neither of which is a problem on Venus.
